Still waiting to see benefit for all growth in city to my property taxes. City proposes same tax rate for FY2016. I get a 10% tax increase.

The city and FISD are drunk with cash. We need new leaders in city hall who don't spend without regard to taxpayers. George and his crew have forgotten how to really manage expenses because they don't have to.

Can you give specific examples from this year's budget? I've read through nearly all of it now, still have a few sections to go, but would love to discuss specific examples of where other's think we can make cuts.

Maybe that should be another thread.....but for now we can probably leave it here.

Ok - lets start by going through the list of businessses the EDC and CDC have given tax money to - shall we? First, let's get that list - hmmmmmm, now exactly where is that list ?

You'd prefer not to have the EDC/CDC, we know that. But the fact is we have them, so lets get back to the question.

Here's the budget, all the funds. What specifically would you reduce? (aside from eliminating the EDC/CDC, which you can do I suppose, you just need to get it on the ballot somehow)

Saying this deal has been a catalyst for other deals along the tollway is either comical, spin by a city employee, spin by someone related to a city employee, or spin by somebody working for the Cowboys.

The last 2 Cowboy practice facilities have generated bupkis for development. Nothing. Squat nada. For that matter, the last 2 Cowboy Stadiums have generated bupkis for development. There was nothing around Texas Stadium, and there's nothing around AT&T Stadium.

The real estate in that corridor is being developed for one reason and one reason only. It's prime real estate in a booming community, and it makes economic sense to develop it, regardless if there's a Cowboys practice facility in the vicinity.

Oh no my friend - don't assume - I love the EDC, and the CDC - but I love transparency even more. All of this wheeling and dealing started happening along the tollway and 2 things happened - it has become impossible to find out who is getting EDC and CDC money - and the Mayor and Council's expense reports stopped being posted on the city website. I think Purefoy and his team do a fine job of managing the city budget. No heartburn with that at all - I just happen to think there should be some visibility into who gets what and how much we spend to get it. Surely even Mom+4 would agree we are entitled to transparency.

Thats a different discussion entirely and not related at all to what I asked.

Hahahahahaha on the consent agenda - surely you jest

But we digress. What have we learned - first it is a stadium, second, we paid too much for it, third there are some people on here that will try to justify anything the city does no matter how much they don't know about it. This was an interesting discussion though - clearly still a sensitive topic, that many of you are very protective of. Hopefully we have all gained some appreciation for good government.

I still say that the EDC and CDC and associated TIRZs need a citizen oversight review annually... Frankly it has the appearance of some sort of bottomless slush fund when in fact it is nothing but a big pile of bonds that have to be repaid...

Last year, the average home value in Frisco was $324,207 and came with a city property tax bill of $1,492. This year, the average home value is $356,832 and is expected to come with a city property tax bill of $1,641.

As a result, the city expects to receive $7.3 million more in property tax revenues for the new budget year, an 8.82 percent increase, Assistant City Manager Nell Lange told council members during a budget workshop earlier this month.
Extra $7mil to play with...not too shabby....:blink:

doesn't take long to find stuff....

police department - number of officers has increased by 2 over 2014 - but apparently we need 4 new sergeants and 4 new lieutenants and an admin person to oversee this increase in staff... (pg 110)

similarly, the fire department adds 2 new firefighters , but also adds 4 new admin positions and 3 new fire prevention positions (pg 114) as well as a couple of others.

and this little gem buried on page 212 (note that funding for arts fund 18k annual until this year when it pops up to almost 100k):

For FY16, the proposed interfund transfers of $146,378 will fund a Public Art Manager, anticipated improvements and
promotional programs, and $50,000 for increased funding for future maintenance
also note that the CDC, FDC and TIF have total outstanding bonds of close to $300 million - not counting the interest that will be paid - that creeps the number up closer to $500 million. My guess is that does not include all the monies promised that have yet to have bonds issued to pay for...

Just curious - anyone know what the total debt obligations the city has right now ?

Your perspective is wrong. 5 folks on FOL that claim the multi use center is Too expensive, or can't be justified is not a quorum, or a fact. It's just your opinion you have a right to. But stating that we are 'sensitive' is dead wrong. I think you are the one that has the sensitivity to it. I think it's a great deal for the FISD, good deal for the city, good deal for the cowboys, and is a win-win-win deal. I think the development around it would what is going on, without that catalyst. You disagree. No facts can change that either way, other than watching what happens over the next 10 years.

I don't think anyone is 'Overprotective of it' because it's happening, like it or not.

So I was not able to attend meeting Monday as I had work commitments. The job that allows me to pay th ever increasing taxes takes priority. I have emailed the city directly and expressed my concerns about the budget.

They are adding to many nonessential heads- HR, Assistants, park workers, irrigation specialist, education coordinators for environmental services just to name a few.

They have forgotten how to distinguish between a nice to have and a need to have.

Almost 50% of $7.3M increase is being used for market adjustments. Over $3M. Sorry that needs to go. You want to get paid market? Go get a private sector job.
